I know it's a little early in the investigation to start pointing fingers but it's a mystery and I know all of us already has their own personal best guess!
Personally? I think it's Thomas. He doesn't have the back tattoo, but man, he's pretty suspicious, and he seems a little overwrought in his sadness about the murder, much like how the killer knelt down and cried before Anna's corpse. It's like he's guilty. Of the murder, maybe not, but something.
But then, that Carol chick is a bit suspicious too, and so is that Diane at the art gallery. But I think we can rule out any females, unless Anna was a lesbian or bi or something.

I think George was attacked by whomever the killer was. Is anyone in the town interested in the female cop and maybe jealous that he is always on call with her?
Just gonna say this: Last time I made a thread on who could be the killer for Persona 4, somebody completely posted up the exact thing. Might have been Drebin_893. Anyway, I think that it's Ushah. Motive? Simple. She wouldn't buy her new album, so she kissed out her tongue so that she could never sing again. Then he killed her.
I'm also going to go with Thomas. It's a pretty neat take to equate him to Adachi, but there are similarities. Ushah... lmao. Thomas is just... weird, though. I can't find a motive for him, so I'm pretty much just going on a gut feeling. Plus, you'd have to be crazy to live in a motel in a town where you have a job... all the while, giving dancing lessons to your imaginary friends...
I would hope it isn't thomas, but japanese games/animes have a habit of trying way too hard to make it clear that this one character is totally the nicest, silliest character ever that is totally innocent and loves everyone. Only to make them either 1) the killer or 2) the guy who dies and gets everyone angry.
