What are your thoughts on the new law against unlocking phones?

I pasted the article below, but the penalties are anywhere from $500,000 fine, 5 years in prison, or BOTH for first time offenders. Or $1,000,000 fine, 10 years in prison, or BOTH for repeat offenders.

My sympathies go out to the person they make an example of :/
