Point Lookout was the best content-wise, but I did enjoy the continuation of the main storyline in Broken Steel.

point lookout was the most fun for me, but broken steel is pretty much a must own for the raised level cap and new perks alone. still in terms of actual content and new areas to explore, it's point lookout.

I really dug the stealthy elements in in Operation Anchorage, but Point Lookout was pretty rad as well.
I hated the Broken Steel storyline (bleh) but the level cap was cool.
 
Mothership Zeta gets the ultimate "meh" award though. It felt like work.

Broken Steel, simply because of the increase in level cap.  As previously stated, Point Lookout was the best content but I definitely wouldn't have been interested if my level was still stuck at the end of Fallout 3.
