Quake Live is the epitome of in browser gaming. Or, at least until id gets around to browser Enemy Territory.

Newgrounds and Instant Action are pretty good. For a site that just links to stuff, Caiman.us has a nice selection.

Their all the same, each person will advise you a different one, while they are all copies of Newgrounds.
I always go to Jayisgames. They don't have any games on the site themselves but they always add links to new games everyday and I've got to thank them for introducing me to some really great games.
