The fabled Japanese Saturn library is something I have only heard of and not experienced, and so my vote goes to Dreamcast.

NiGHTS Into Dreams
Panzer Dragoon Saga
Guardian Heroes
Arguably the best 2D fighter collection ever (Darkstalkers, Street Fighter Alpha 2, Waku Waku 7, etc.)
POLICENAUTS!

Both are quite enigmatic systems to me, since I never owned them. But... I do remember all the advertisements of the games that came out on Saturn. Nights: Into Dreams was one of those titles that really wowed me and made me want the system. Unfortunately for Sega, Sony had this other console that won me over the Saturn. A friend of mine owned a Dreamcast and on occasion we played on it for a few hours. Good system. Amazing games were Power Stone 1 & 2, Soul Calibur,  Marvel vs. Capcom 2, etc. The Dreamcast is my choice, of course, only because I have played on it a bit. But I'm totally compliant if someone says Saturn. I never even touched it for once!

I never owned a Saturn so i never got to experience any of that. I love my Dreamcast to death though. Seriously one died. I'm not sure from what, but I'll attribute it to the heat. I brought another one afterwards though.

Saturn had good games though, Dreamcast only had Jet Grind Radio....so I guess the Saturn wins.

The Saturn did have some great games and quite literately would have been the ultimate 2D gaming machine, especially with some of the old fighting games were concerned (The gamepad was the absolute best for these games), and the many obscure Japanese titles, but my vote will have to go for the Dreamcast. 
 
It was just so underrated and ahead of it's time, and what it offered quite basically paved way for the standards we have now in the current consoles, the online aspect being the most significant.  
 
And in quite a debatable subject, what about the Dreamcast's gamepad controllers, seeing as the original Xbox practically copied it and in my personal experience made it even worse due to it's sheer size and odd face button shapes. But without this, we probably wouldn't have the 360 controller which is pretty much the ultimate end product refinement of it all.
 
Games wise, fond memories of Phantasy Star Online, the first ever console-online RPG with it's simple Diablo-style Co-Op. How about the FPS games, like Outtrigger, or the decent ports of Quake III and Unreal Tournament, all of which were online capable and allowed for the use of keyboard & mouse controls (i.e. Dreamcast official peripherals). Course you also had plenty of Arcade-to-Dreamcast ported games due to the same NAOMI hardware they used. 
 
It's a shame really, Sega really went all out with their Dreamcast and supported it 100%, but it had to meet a terrible end.

the Saturn ports of Duke Nukem 3D, PowerSlave and Quake look awesome, and I'd love to try them out. Other than that I really haven't got much relation with either, but I did play some Dreamcast games in a store back when it was new, the Saturn was something I probably only saw once or twice, and then it only displayed SEGA Rally or something.

What? I have heard plenty of love for the Dreamcast on the internet (despite it being a failed console), wheras the only beloved things I have heard of from the Saturn are Radiant Silvergun and Panzer Dragoon. Of course, I know absolutely nobody who owns either, so I am basing my vote on what I know.

Apart from the poor sales worldwide, the Saturn was far from garbage. It's plenty of exclusive games already show that, and the hardware inside itself had the potential to be better than the PlayStation, it was more or less that many developers found it difficult to program for (Just like the same reasons when the PlayStation 3 first came out). Plus the initial expensive price was another let down.

I say that because you're expressing an outdated opinion and expressing it as current. The Saturn hasn't been seen as a qualitative failure since it's North American demise. And I listed much more than Radiant Silvergun and "Panzer Dragoon" (there's more than one btw) on the first page. If you don't find any of them to be "quality", then that's just your opinion but don't presuppose that your view is the majority one.

This must be a typo, because there's no logical justification for saying Radiant Silvergun wasn't that great.

Also, Panzer Dragoon Saga, Guardian Heroes, Shining Force 3, GRANDIA, Panzer Dragoon Saga, Oasis, Nights Into Dreams, and 10 PLAYER BOMBERMAN.

QFT. The Saturn had classic after classic, and the Dreamcast was a powerful machine ahead of it's time that had a gem here and there.
