For me every time i see Liu Kang in MK v DC I'm unhappy. In general hair usually looks OK in games but a few are just terrible. All of the Mass Effect hair outside of shaved head, buzz cut, or way short hair looked plastic and stupid. If you can think of anything worse feel free to speak up. JRPG hair is ridiculous too... no denying it.

That said, I still say the award for Worst Looking Hair still belongs to that dude from Indigo Prophecy. worst hair id have to say goes to all girls from doax2. The hair flows not in strands, but thick ribbons. For every girl. It looks really bad. Especially with kokoro.
I just want to say modeling ones hair of a video game is not alright, you hair should be modeled after people on magazines and on MTV. Also Anime, and JRPG hair is often considered by many to be retarded I know breaking new ground every day.
the blonde hershey's kiss atop the fan's head in oblivion was unnerving, and the waster hairstyle in Fallout 3 was unbeleivable. I could not believe it.
Indigo Prophecy had this orange headed abomination, but other than that hair done poorly usually looks like plastic.
Also you have to realize that hair is one of the hardest things to animate realistically. Animating hair can take up a lot of development time, hence why a lot of characters are bald.

But back to the subject of hair, "The Fan" from Oblivion was horrible, but I still say any JRPG/Cosplay hairstyle's got it beat down. It's like it's some sort of feminine, neo-emo, girly-man look. Makes you look like a total pussy.
Worst style? Lars Alexandersson as seen below in the next Tekken game. But for something that just seemed noticeably inconsistent with the overall graphical quality of the rest of the game, so that it became a distraction, I'd say Nariko from Heavenly Sword.
