San Andreas followed very closely by Vice City, then GTA 2.
Chinatown Wars, because it's the only one I've ever even finished.

San Andreas > Vice City > GTA 3 > GTA 4.
I have played VC, 4, Chinatown Wars, and bits of GTA3. VC by a mile. I'd rather eat my own shit than play through 4 again.
Vice City was the game I played at a friend's house that was a large reason for me getting a PS2.
Another vote for Vice City
I own GTA III, VC and SA on three platforms (ps2, xbox, PC) and never finished any of them. I get to around the 10 hour mark before getting bored. Same for GTA 4 except I made it to 30 hours before stopping.
