Are all the good games now a days "M" rated games?

if you look back at the past two years. The best games from each year are all M rated.

2007:
The Orange Box
COD 4 MW
Halo 3
Mass Effect
BIoshock
Assassin's Creed

2008:
GTAIV
MGS4
Fallout 3
Fable II
Dead Space
The only good Non "M" games from 08 are Battlefield Bad Company and Civilization Revolution (in my opinion)

Why is this. Is it to hard to make a non M rated game that is really...really good???

I think it really varies from genre to genre; most shooters are going to be M due to the level of violence constantly happening in the game. Nearly all of the games you mentioned have a strong shooter or violent aesthetic to them, and with the level of graphical fidelity to them, its hard not to tread into M territory. Or if you are making games that violent, the changes you would make to hinder the action would censor more than help.

A general list of great games that have come out in 2007 and 2008 that weren't rated M:

Super Mario Galaxy
Burnout: Paradise
Portal (I know you mentioned the Orange Box, but I felt it necessary to point at that one portion of it actually did get a T rating)
Virtual Fighter 5
Lost Planet
Overlord
Metroid Prime 3
Zack and Wiki
Ratchet and Clank Future: Tools of Destruction
Skate (and Skate 2)
Prince of Persia
Viva Piñata: Trouble in Paradise

I also feel I should point out that my current GotY for the first half of 2009 is Street Fighter IV, a T-rated game.

It depends on your definition of great. I thought Culdcept Saga was great & it's not M-rated, but it wasn't a best seller either.

Just about every JRPG is rated T, although occassionally there's an M. Lost Odyssey, Blue Dragon, Infinite, Tales, Enchanted Arms--> all T. Last Remnant is M and I'm sure Resonance of Fate will be M (guns + religious themes)

inFAMOUS - Rated Teen and is a great game.

"Really Good" is quite subjective and when your list of games from 07 & 08 only contains games revolved around shooting and violence as well as vulgarity and often sex, what do you expect?

No, just this year we've had Punch Out!!, Street Fighter IV, Boom Blox II, Patapon 2, Klonoa, Excitebots, Rhythm Heaven, Empire: Total War, Flower and Skate 2. All great games rated E and T.

In my opinion a developer should make a game first and worry about the rating later. If this means all games are "M" that is fine with me.
Also the American sense of what is good and what is bad is terribly skewed. Hundreds of people can die but at the first sex scene a game is "Ao"

It's not that it's impossible for T or E rated games to be great, but when developpers don't have a specific rating to worry about they can jam more awesome things in a game without having to worry bout' the ESRB's opinion

I really don't know why that is. Uncharted is the only good new franchise that hasn't been rated M. It is probably because of the stupid assumptions that come with an "M" game.

Overlord is a terrible game.

Anyways, most games are Rated M because it gives the devs more creative freedom, scripts can be said however they want and they can use gore or blood to put out emotion ( Like when Raiden got his arms cut off in MGS4).
