Mortal Kombat 9(2011) Special Bar Explanation

Can somebody please explain the special bar of mk9, not 10, to me. My special bar does not fill up no matter what I do! Can someone explain which one is mine and how to fill it up?

Doing special moves and getting hit fills the meter.

You should do the tutorial because it explains all of the basics of filling and using the super meter.
