A few Skype questions - Off-Topic

So I want to start using Skype as a 'home phone' because I get absolutely horrible cell reception out here on AT&T (1-2 bars in my room, 3 on a good day, and no 3G unless I drive an hour to Boise). Now I want to have a phone number mainly for my dad to call. I went through the process of setting up a phone number and it says it's $18 for 3 months. Does this include unlimited calling, or do I have to subscribe to the $2.99/mo plan on top of that?

Also I'd like to use Skype on my cell phone to make calls when I'm connected to WiFi, does that work pretty well?

I'd like to video chat with my dad, however he lives in the middle of nowhere back home and they use mobile internet which limits them to 5gb a month ($10 a gb after that) so I figure that's out of the question.

Get one of those presidential red telephones and label is "DAD" and give the number to him only. When your dadphone rings at 3AM there's no one I feel better about taking that call than you.

Nice. Well he is quite literally the only person in the world who still makes phone calls... Everytime he calls though his call gets dropped and I'm tired of having to run outside to talk...haha
