I think it was used to test greyscale contrasts on old TVs. All of the stuff on test patterns was used to check stuff like resolution, framing, and aspect ratio (my wallpaper is probably a bit stretched from the actual test pattern as I'm pretty sure they never made widescreen black and white tube TVs).
As for why it's a Native American head specifically, I don't know. It was drawn in 1938 for RCA to use for test cards and monoscope cameras. I'd guess that stuff like Westerns and cowboy shows were pretty popular and they thought it would be a cool TV image.
Even color test patterns had some pretty cool designs.
