I always loved the one where they showed a girl diving into a pool, then as soon as she sprang off of the diving board the camera pans down to reveal there is no water in it.  I couldn't find it on YouTube though.

Dunno if it counts as a PSA, but Cartoon All-Stars To The Rescue is awesome. It's even better if you're stoned, but even sober it's pretty sweet.

I remember the turtles one, think I was in grade school when that aired.  I know I thought that it was a stupid ad at the time, even though I believed all the DARE and government lies about marijuana.
