There will still be a package that includes full access to everything. They're not gonna take that away from us.
They're just gonna start offering cheaper packages for people who only use the internet for only news or only sports. It would save the people money, and save the ISP bandwidth. The problem is, if they want to access something else, they'll have to pay extra for it.
But they'll still offer the same deal we're getting now. They're just gonna offer other packages alongside it, similar to how DirecTV works. 
The problem is, ISPs and the net don't work on a technical level like the telephone or TV did / does.  It depends on how they intend on having a 'news only' or 'sports only' internet package, how they implement that on a technical level, because I don't see it happening.

That's why I brought up the internet browser thing.  Something like DirectTV you can at least attempt to have full control over.  A Xbox 360 cannot browse the net, you can only access things MS allows you to.  As soon as someone has the options a PC or even a Wii or PS3 have, someone can upload content from pornsiteX on fakesportssiteZ and all that 'restricted access' goes out the window.  Someone can run a proxy web site (they already do).

The metatags are probably the best way to determine 'news' and 'sports' websites. Using a Web Crawler similar to GoogleBot they can extract everything, including IP addresses. Then they can automatically sort the metatags into categories. Websites won't change their metatags to belong in certain packages, because it will hurt their search engine rankings.

Most proxy websites have "proxy" in the metadata, and are easy to block. Yeah this will find most of them, but there will still be some others that are harder to detect.I don't know how to deal with those proxies.

cable and other services need to understand that delivery of content does not mean that the content is paid. IE like radio. Advertisement has paid for every thing that has ever aired on broadcast tv and radio...and same for cable. they are just getting greedy now, because they see apple and amazon making money on selling HD versions of content normally bought on dvd after a year of airplay. People don't want to wait that long, and they are eagerly awaiting price reduction on BluRay. This is the RIAA and MPAA trying to keep control and sorely losing. His point was that the internet is under government control...in fact, it has no control at all now. What he wants to do will require the government to have control first. He is suggesting that he will be some kind of savior over  uncontrolled creative madness, more like making money by being a racist pig.

If ISPs block a large amount of users, no way websites will maintain their current metadata.  Sorting websites isn't easy, and you can probably tell if you've ever used one of those client based blocking softwares.

Honestly, if countries like China and Iran can't successfully block their people even when they're beind a national hardware firewall, what are the chances ISPs in an advanced, free, and capitalistic society like Europe, Japan or USA will be able to.

I consider internet as a luxury item because it's a form of entertainment, communication, education, business, and many other things.  People can live without the internet, but it would be harder to do the things you want to do and perhaps need to do.  It certainly won't be the end of the world if this "free internet" problem is addressed, it'll just make it harder on everyone to communicate, learn and so on.

this seems very likely to me, especially since television is kind of being outdated by the internet, you already see some things like this kind of happening, like mlb.com you can pay money and get live streams over the internet of any game

edit: rant: why the fuck doesnt nfl do this, i would pay a very good sum of money to be able to watch my bears all 16 games! they only are gonna have about 4 games this year i can watch without going to a bar!

@NickL: That's not what I meant. I meant the ISPs are gonna sort websites into categories. Some people only use the Internet as a news source, so they'll offer a 'news' package that only allows them to travel to news websites. 
I was just comparing it to the way television was commercialized years ago.

sounds kind dumb. i don't want to pay ISP then pay for another subscription to another site. i felt ripped off when i played xbox live. it would probably be the same thing.

It'll never happen...

For every news site that charges there will be 100 that don't. The only way this business would be viable is if the content they offer is above and beyond what you could get elsewhere.  People won't pay for everything either. I wouldn't pay for twitter I would just stop. I wouldn't pay for facebook or e-mail or video games news. None.  He's out of his mind if he thinks there will be this one-click all access pay system for all kinds of sites. He's not saying ISPs start grouping content of sites and make you pay... he's saying the people that control the sites you go to make you pay.  IE FOX owns myspace and so forth - so you'd pay 10 bucks for Fox News, mypace and whatever... lumping packages of sites the parent company owns... only thing is - people hate packages. 

This guy is from the old era of monetizing content. He doesn't know what he's talking about. The second they lock something up for pay someone will come along and make it free again to snatch up users. If Twitter became a fee based thing someone would come along and make Flippity-flap and make it free and you'd see tons of people jump ship. it's not realistic. Would anyone here pay for college humor? or ask.com? of course not. 

The number one reason you have nothing to worry about is the internet is the internet. Lots of open source and "garage" companies just looking to take eyeballs. In the old days it was harder to go from nothing to something, but now you can be an internet sensation over night. The internet has armies of people that can develop, make, invent and get it out there before someone like these Old timers can even know what hit them.
