I guess 6'4" is tall to me.
I would say anything 6-foot and above.
For males the national average for the US and most of the western world is 5'9 - 5'11 depending on race.
For females, it tends to be in the 5'0 - 5'4 range depending on race.
So anything above that would be considered above average or tall.
I'm a solid 5'9 if I stand up straight (I'm fat and I have really bad posture so go figure) so I'd say I'm just at, or maybe a little bit below average. Standing next to a 6 foot tall person, I'm just about at the top of the nose/bottom of the eyes.

I come from a tall family (my dad, my brother, and one of my sisters are taller than six feet, my grandfather was 6'6", I'm 6'9"), so my definition is probably a bit skewed, but I reckon 6'2" is tall for guys, 5'8" is tall for girls (which is about as tall my shortest sister is).
Like I said: skewed point of view.
I'm 5'9 and it's basically the most average of averages. I know a lot of people who are taller, and anything shorter is considered short.
EDIT: @castiel I'm 182, and most people I know are slightly taller or the same. Not sure I would call that freakishly tall. Then again, I know a 192, 196 and 201. THOSE ARE FREAKISHLY TALL.
That depends a lot on the region. I am German and 1.85m. That was about the average in my high school class. I live in Switzerland now and weirdly people are much smaller here. I think everything above 1.95m is tall.
Basically this. I'm Dutch and Dutch people are on average the tallest people in the world. I'm 1.91m and I consider myself to be tall. I guess everything between 1.80m and 1.90m is average (for men) over here. Last year I had some classes with an exchange student from Costa Rica, she claimed she had a 'average' height compared to other women in Costa Rica, even though she was 1.55 or something in any case very short for Dutch standards (the average height for women in the Netherlands is 1.65m-1.75m I guess).
Isn't 5'11" average for a male? I'm right there, maybe a little tiny bit higher, and a lot of people come up to me and ask if I can reach shit for them. "Hey, you're tall." Granted I work with a lot of women, average female height is much lower if I remember correctly, 5'5"? Something like that.
Anyway, tall is a loose concept to me. I suppose anybody who I can tell can reach shit I can't reach would qualify as tall, in my book. Probably anything over 6'1".
I am 6'2 and the tallest guy in my Div. 2 basketball team. That said we have a pretty short team. The team I played against last night, I estimate I would have been 2nd shortest in their team. It's all relative. In the row I sit in at work the guy on my right is 6'5 and the guy on my left is an ex professional basketballer and is 6'8. I feel pretty short there.
