I need penis help

this sounds like a joke thread, but its really not, I swear.  i'm just too embarassed to ask people in real life

so around the base of penis there are little bumps.  they originlly were just on my testicles but now theyre on the shaft too.  theyre not inflamed or red or anything, just skin colored, but i can feel them.  now i thought it might be just the beginning of the spot where a hair folicle was gonna com up, but i don't know.... is this normal/?
