Because the stores are different, yes, sadly the online pass is region locked. Your first option is to sell the online pass since people that buy it used like to hunt for cheaper online passes. There's a website that commonly traffics this stuff but I'm drawing a blank right when I need to remember. Should I recall I'll be back here.
Option 2 is that he makes a new account and designates his country as Europe, he should be able to redeem the code with that account, he can then switch back to his US account after it's downloaded. Give him the code to try first with this route though. A few rare games don't allow this to work, and I wouldn't want you to ship it out only to be screwed.
Option 3 is the one you're trying to avoid, him paying it out of pocket, but really it's not the end of the world, you're giving him a free game, you're awesome.
I am not sure why option 2 isn't option 1, as it seems to be the best, but I've already written it, and I'm already hitting "post reply".
