I don't know, something has to be said about a guy who can break a world record 50 minutes after breaking another world record. I'm pretty sure chuck would go in confident but Phelps would outlast him. Also depends if it's in the water or not.
Phelps is master of water, and Norris of land. About 70-75 % of the earth is covered in water. Therefore, Phelps is can own in more places.
