Who is better?

You have 60-70 hours to grow attached to Nanako. As such, the attachment has time to grow naturally, even if the "you will love this fucking character god dammit" is being laid on PRETTY THICK.
Telltale did much the same thing with Clementine, except they only had 8-10 hours with her. So they laid it on so thick that you can get diabetes just looking at her for too long.
It's too hard for me to say... Clementine seems more believable as a kid, but then again Nanako always says "Welcome back!" when you come home... TOUGH CALL.
Nanako is just so gosh darn adorable who always brings a smile to my face when she sings the Junes song.
I would say Clementine is the better character who is far better acted. Put there is a charm to Nanako and her undying love of Junes. Still giving it to clem which is major praise to The Walking Dead for me to prefer anything about it over Persona 4.
You're asking this on a website where most of its members have already formed an attachment to Nanako via the Endurance Run.

Clem is annoying always going on about her parents and shit. Nanako has no mom and Dojima is never there, but she doesn't give a fuck about any of that. As long as gets to buy a kotatsu from Junes once every couple years she's happy.

Clementine for me, I don't think i've seen character development that well-done for any child character in a game.
Nanako, Clementine's character is iffy sometimes.
Plus (Spoiler for P4) When she is put in danger it is more effective because she has a relationship built with a player over the course of 70 hours as opposed to Clementine who is in danger from hour one so the jab is never quite as strong because you are used to Clementine always being in bad situations.
