I was wondering if anyone had any suggestions for non-Horror movies that would still work as 'Halloween' movies? I was thinking about this recently, and I realised that the Wizard of Oz makes an awesome Halloween movie despite not being horror, and I bet there are others also work.

Hocus Pocus. It's not necessarily a great movie, but it's alright.

Coraline and Paranorman are great more recent movies. While not featuring hallowing they both deal with horror themes without being scary, but more charming and cozy. Coraline gets a little creepy though, but it's really not that bad, it is still a childrens/family movie after all.

How about Willy Wonka and the Chocolate Factory? It's candy themed, and most of those kids are monsters in their own right.

And then there's that the boat ride scene.

Time Bandits.

I don't know if that really works or not, I just think more people need to see Time Bandits.

Also: I feel like this is the time of year everyone wants to watch Labyrinth again, but I've never seen it so I can't say one way or the other.
