wow, great question. It really depends on the day for me. On happy days I prefer Elm Street since it has more of an over-the-top vibe, and on more serious days I prefer Halloween since it's more of a serious movie... But both are pretty awesome.

I have to go with Halloween, even though Nightmare was an amazing film. Halloween comes to mind when I think "My all time favorite films." so I just have to give it the slight nod.

Of those two I would have to choose Halloween, even though I'm also very fond of A Nightmare On Elm Street.  
  
Halloween revolutionized the whole slasher genre like no other movie did before it's time, Of course we shall not forget about Tecas Chainsaw Massacre or Psycho whole also played a important part in that. 
 
But for me Halloween is a true classic in every sense of the word, whereas A Nightmare On Elm Street entertaining as it is "just" is a really well made slasher movie, don't get me wrong it's a amazing movie with a truly iconic villain, that became the 80'es response to the 1930'es Dracula and Frankenstein's monster, but it didn't have nearly the same impact on me as Halloween did.

Halloween... was that the one with the boogie man?  Bah that one was pretty average, not bad though.  Not sure if I've seen the other movie you mentioned...
 
For horror movies I'd go for The Shining, Rosemary's Baby, and The Exorcist.

Halloween for me.  I'm a huge Halloween fan but, the original Nightmare of Elm Street is still a great film.  Watch both if you can.

Well out of those 2, Elm street...though I will admit that the countless sequels that followed for both, the Halloween ones were certaintly better than what the Nightmare series vomited out.

The concept of Elm Street is enough for it to get the lead over Halloween for me. A freaky ass guy who kills you in your dreams? Made me never want to sleep again as a kid. But Halloween is very scary as well, just not as hellish.
