She could be dressing like that because she's perhaps gotten more confident and wants to be a little more revealing to show it

She could be dressing like that to "impress" guys
She could be dressing like that to compete
There's really any number of reasons she could be dressing the way she is. Being confident doesn't automatically mean females where more revealing clothing as vice versa, it all depends on the individual. I dress the way I dress because it suits me; I keep myself covered for the most part, it's quirky. and it's completely for me. But other females have there own reason... there's no one universal answer :)
You and your friend are both right. Women are in competition with each other for the affection of men, and vice versa. Men fight wars, obsess about penis size, and generally act like fools all for the pussay. Women accentuate the bits men like with clothing, engage in inter-sexual subterfuge, and generally act like fools all for the dickz.

I'm not really surprised that the same guy obsessing over the dewey decimal system is confused about women's fashion.
