I just saw Public Enemies.

Now that I have had time to think about it, I give it a solid 8/10. It's a well-crafted film and it's a lot better than many movies that are coming out this summer.

I wouldn't know how to compare it to other Michael Mann films though, as the only other one of his that I've seen is Inside Man.

You obviously haven't seen The Machinist. Or American Psycho. Or The Prestige. Or both Batman movies. But I get it, he's popular now, so it's cool to think he sucks.

That would be because Bale tries to focus on the character he's playing. Unfortunately, the last few films he's made seem to all be the SAME character: gruffy voice and trying to be a flawed badass. However, looking back at movies like The Machinist, American Psycho, and Equilibrium, there's hope he can return to form soon enough.
