How often do new quests come out? - Quests

Looks to me by judging the twitter I want to say roughly monthly?

looking at the limited edition quest list it looks like mainly a 2010 thing.

anyway I hope a new comes out soon. They are fun.

Too often. Or not often enough... i just know i find them tedious at times.

Sort of; there aren't any official Limited Edition quests for 2011, but quite a few that you'll never be able to get if you missed them (those E3 ones come to mind).
