1. Yes2. Just because a mobo is a mobo doesn't mean it can't be a hot prototype. That said he called it a "chip" not a mobo, which seemed kinda odd to me.
I bet he was looking at some slick processor slotted onto that hacked together mainboard, no doubt he was going to install it into his terminal and punch deck before those damn gun thugs rocked up.
