     I understand you need a Gold Account to race online against other players. However I was wondering if things like setting up a storefront and downloading
    skins can be done on a silver account?

    I'm about 99.9% sure that you can't, but I've been wrong before. 
     
    EDIT: 100% sure now; from the wiki: "The storefront feature is not available to Xbox Live Silver members."
