Frank Fly is the leader of The Sharks, a street gang in Onett (Location) comprised mainly of Pogo and Skate punks. He also has a robot that he built himself, the Frankystein Mark 2. The Sharks were infamous in Onett for ruling over the Arcade, and not letting everyone in. Ness (Character) came to stop this, and after defeating several of the gang's members, faced Frank and his robot. After his defeat, he vows to be better. He is seen praying for the party's safety during the final battle with Giygas (Character).
