Extraterrestrials appear in many video games in a variety of styles. Sometimes they're evil, sometimes they're benevolent, and sometimes they're very similar to humans.
The Citadel Council is the governing body of the Citadel. As the authority of Citadel space, they help settle disputes between governments and maintain law and order through the use of there covert agents, The Spectres.

Elite and specially trained/equipped military troops and law enforcement tasked with carrying out specific and dangerous/sensitive objectives beyond the remit of regular military personnel. Many games feature special forces operators or units as protagonists or enemies.
In the Mass Effect franchise, the Reapers are a hyper-advanced machine race that appear periodically every 50,000 years to bring a close to a "cycle" in which the Reapers harvest all the advanced forms of life.
One of the Council races with avian features who posses great military power which they provide for the protection of the Citadel.
