Access without internet connection

So yeah I got a 360 at launch and it inevitably broke so I replaced it. Problem now being that I can only play Arcade games I've purchased when connected to the internet and I have a very temperamental internet connection so quite often find myself locked out of my arcade library (not to mention my Rock Band library).
A few BombCasts ago they mentioned that Microsoft was looking into a way of letting people change what console all their stuff was locked to, does anyone know if anything came of this? I'm going on holiday to a place with no internet in a couple weeks and would like to be able to play this and Braid whilst there.
