Grand Theft Auto: San Andreas opens with a 90s West Coast gangster feel and includes several new features and a much larger game world than previous installments in the GTA series.
Gameplay
As the third and final Grand Theft Auto game of the PS2/Xbox generation, GTA: San Andreas took things to extremes. It started out fairly low-key, with protagonist Carl "C.J." Johnson heading back home to Los Santos--the game's take on Los Angeles--for his mother's funeral. While back in his hometown, C.J. quickly gets re-involved with his brother and the gang they helped build, the Grove Street Families. From there, gangster business ensues, with the boys of Grove St. getting into turf wars with rivals like The Ballas or the Los Santos Vagos.
While San Andreas starts out with the same essential scope and feel as past GTA games, San Andreas is the name of the state you're in, not just the city. So you'll start out in Los Santos, based upon Los Angeles, make your way out of town and hide out in the sticks, then make your way to San Fierro, the game's take on San Francisco. Rounding out the westside feel is a lot of desert and Las Venturas, the game's version of Las Vegas.
Plot
GTA: San Andreas centers around Carl Johnson, who is returning to San Andreas after learning about his mother's death. He arrives in the state and finds his former friends, family, and gang a wreck. Carl decides that the best thing to do is to stay and help out wherever he can. The game revolves around CJ as he tries to rebuild the Grove Street Families, deal with the corrupt cop Tenpenny, and rise to fame. San Andreas is a story of loss, betrayal, and redemption.
Differences
The size and scope of San Andreas seems to be a bit of a dividing point with series fans, as some can't get behind the way the game starts out so small and ends up with, for example, C.J. hijacking a plane in mid-air, or stealing a top-secret jet pack and flying around with submachine guns in each hand. When you compare it to the relatively simple mafia hitman adventures of Grand Theft Auto III or the cocaine-fueled 80s nightmare of Vice City, San Andreas simply operates on a level entirely its own. The player is able to fly many planes, use a variety of different weapons, participate in lots of unique minigames, and more.
Aside from the gameplay differences to Vice City and GTA3. Grand Theft Auto: San Andreas was released to three platforms: Xbox, PS2 and PC. The PS2 was first out of the block with a time exclusive and sold over 20 million units on the platform half a year later. The other two platforms released, suffering from minor bugs but otherwise identical versions of the game. The Xbox version did not sell well, but the PC version shipped a few thousand units and the modding crowd went to work.

Controversy
Hot Coffee Scandal
In June of 2005 "Hot Coffee" was released by Dutch modder Patrick Wildenborg. What this software patch did was to unblock a previously inaccessible section of the game which had been created by Rockstar but then abandoned before release of the game. The section of the game in question was part of the "dating missions" where CJ could start a relationship with up to 6 girlfriends. Once he had successfully dated a girl she may invite him into her house for "coffee" and from there the player gets an exterior view of the house, from which they could hear CJ and his girlfriend engaging in sexual intercourse. With the Hot Coffee mod installed this scene is replaced with a minigame in which the player controls CJ's actions during the sex scene. None of the 6 possible scenes contained any nudity (although nude textures were later added by third-parties) and the animations and textures were clearly unfinished.
Rockstar initially denied that such a minigame was created by them and claimed that it was the result of "hackers". However it was later shown that Hot Coffee could be unlocked in both the Xbox and PS2 versions of the games. Both Rockstar and the ESRB ratings board came under fire for allowing the game to be rated M with no mention of sexual content.
On July 20th 2005 the ESRB announced that the current version of San Andreas would be re-rated AO while Rockstar stated that it would produce all future versions of the game with the offending scenes removed. Rockstar owners Take-Two is said to have lost an estimated $6.9 million as a result of the controversy.
