So, I wanna go scuba diving in the Alamo Sea. I've read that you get a dinghy at the sonar collection docks after you bought it. So, I bought it but only get a speed boat and the submarine. No dinghy! Do I earn it later on? Do I have to do something?

@voightkampff: the speedboat is the "dingy" and it has a sonar.

Why don't I get a scuba suit when I exit it then? I thought the dinghy was the rubbery black boat.

@voightkampff Did you start Michael's Strangers and Freaks mission at that dock? If I recall correctly that is what unlocks the dingy there, because you the need scuba gear for that mission.

Also it shouldn't matter who bought the Sonar Collections Dock, it should show up regardless.

Yes @notsosneakyguy I've read about the strangers and freaks mission with abigail, but it doesn't show up. I have done the Blitz mission. Is there anything else I have to do get that mission?
