By the year 2027, the North Koreans have managed to unify Korea, annex Japan, and also invade the western half of the United States. As an American rebel fighter, it is the player's duty to help push the NPA out of the United States and end the citizens' suffering.

If I buy Avatar clothing does it go to the game developers

I want to support more games about communist regimes being made, but I don't want to buy this game.

    Ever.

So if I buy this Kim Jong-il suit does the money go to mostly to Microsoft or THQ or Kaos or someone else because that is what I want to pledge my money dollars towards.

MS gets a cut of all purchases.  I'd assume the rest is split between the license holder and the development team responsible for creating the gear. (Since those could be different groups, such as the NCAA stuff)

I doubt it, it probably goes to the person who owns the IP, in this case it would be THQ.

I think Rare just built the templates for further development by others.

    Example:
These guys make the NCAA stuff

EDIT: I wouldn't expect any of the parties involved to have come forward and mention how those sweet MS Points are divided.

Since its being sold over xbox live microsoft gets a cut no matter what, just like they get a cut of every game sold, regardless of if they had no involvement in the development and/or publishing.

It's probably a split of some sort between the publisher, developer and Microsoft. I'm sure all of these details are in the legal bindings of paperwork when these contracts are made, and it would probably be included in, "merchandising."

I find it really weird that you can buy clothes to dress your avatar up as a real life, current, dictator. I'm not against it, but I'm surprised Microsoft let it through.
