You know, I never thought about it, but he really does.
In Ocarina of Time at Lon Lon Ranch, Ingo is meant to be a take on Luigi, while Talon (original owner of the ranch and father of Malon, the girl who teaches you Epona's Song) is meant to be Mario. Waluigi wouldn't exist for another 2 years, until his introduction in Mario Tennis. Ingo's character model is reused in Majora's Mask for the Gorman brothers. I forget if Talon's character model is repurposed in Majora's Mask or not.
Also, Malon and Talon are themselves a reference to Marin and Tarin, a similar father-daughter duo from Link's Awakening where the father is similarly useless.

I am sure that at the time I first played OoT, I made that connection, I've just never went further from there.
