If you've just started playing and you're wondering how your character stacks up, this is how the tiers shake out, though not necessarily in order between them..
Top Tier: "Project A" Jackie Chan, Lau
Upper-Mid Tier: "Drunken Master" Jackie Chan, Thorsten
Mid-Tier: Yeung
Low-Tier: Kim-Maree, Sam
Bottom Tier: Mysterious Lion
Originally, Sam was thought to be garbage, but at a recent gathering, someone decided to attempt to main him and much to everyone's surprise, he has a couple of good tricks that make him somewhat useful. He still sort of sucks, but at least now he's not Mysterious Lion!

@VicRattlehead: Do it! The Jackie Chan community could use some new blood! I'm actually considering making a switch to Lau myself, as Drunken Jackie's special moves are too unreliable in a real match. Even though Jeff and I were totally distracted in the Quick Look, you could see me constantly do cr.lp, cr. lp, cr. lp, cr.hp and then I'd either whiff the special or the wrong move would come out. That's actually very common for Drunk Jackie and I'm not sure why. I think it has something to do with having to return the stick to neutral to avoid overlapping motions.
Lau though is unbelievably safe on everything he does, and when played correctly, you can essentially chip your opponent to death. The core of his strategy is to fish around with his st.lk. Whether it connects or they block, you immediately cancel it into cr.hk and then a special or your super if you're close enough. The cancel window is huge in Jackie Chan, so hit confirming something like that off one hit is actually very easy.

The main reason why why M.Lion is considered the worst in the game boils down to two reasons: he's a gigantic target without a good anti-air, and he's very slow compared to the rest of the cast. In a game where you react a lot more than you plan, being the guy who has to setup all his attacks ahead of time due to a lack of speed really sucks. His teleport is really good as he can escape from a corner and appear on the opposite side of the screen regardless of where the opponent is (Unlike say, Dhalsim who is at a disadvantage when teleporting out of a corner).
He has some good combos -- mainly cancel strings into the torpedo -- but again, he's so slow that it becomes difficult to pull them off. Also, his super is fairly crappy as anyone can blow right through it if they expect it and if you don't set them up right with it, they can backdash away.
I think The Legend of Drunken Master (the newer one) was the first Jackie Chan movie I saw. I've been a fan ever since, so I'd pick Drunken Master.

Haha.. thanks to this thread I keep trying to play Mysterious Jack-- err, Lion seriously, and while I think it's getting a bit better, he's totally worthless against Project-A Jackie. We're talking a 1-9 match-up here. He can't prevent the crazy rush down and Project-A predicts the teleport, he can get to the opposite side of the screen before he even reappears.
Against everyone else though, it's a bit better. I'm still deciding on a B&B (I think it's currently cr.lp, cr.lk, st.hp, Psycho Crusher), but for the most part, spacing them out, getting in the chibi bombs and spamming teleport like there's no tomorrow seems to be a good enough strategy.
I couldn't stop laughing at using Drunken Jackie's super for the first time so I've gravitated towards him mostly. Lau's little kikoushou hands seem pretty good though.
I only play top tier, so conquistador Jackie is what it's about. Prepare for the real fists of fire come Evo.
