    While it is stated that Jet Stingray destroyed a city, it is never made explicitly clear in the game what city it was that he destroyed.  One would have to assume that it was Sky Lagoon, the city from the introductory stage, and that Jet Stingray conspired with Magma Dragoon to cause the city to fall.
