Kinect is a camera and depth sensor-based peripheral for the Xbox 360 that allows users to interact with and play games using their whole bodies, rather than using a standard controller.
From the pictures is doesn't appear to be built in. (At least I didn't see any lenses on the front of it) I really hope Microsoft wouldn't do that. But I guess it is pointless to speculate about it when we'll know for sure soon.

Being built in would make no sense though. The new 360 doesn't look much slimmer than the old one (look at the disk drive), and most people don't have room to put them directly underneath the TV, which is where Natal should be placed. Most people have them to the side and down in a media center, meaning Natal wouldn't work were it built in.
I think this is more a move to make it clear that the new 360 works with Kineckt, since I doubt they'll be producing the old model any more. Thus, anyone who buys a new 360 will know it's Kinect compatible, and the separate Kinect package will likely say "compatibly with all 360s".
I think it's merely meant as a promotional tool/ idiot proofing for the new casual market they're targeting. Seems like it just connects through USB 2.0.
