As his powers are said to be electricity-based, he is likely named after Stephen Leduc, who developed a method of putting animals into a waking paralysis via shock. The electricity that flows through his modified body is generated by a synthetic parasite called the "Taranis Generator".
Leduc is seen during the start of Peacock's story mode along side Hive. Both Hive and Leduc are also hanging out in the background of the Lab 8 fighting stage beside Big Band.
While Leduc was indeed a potential DLC character, he didn't make it past the first round of fan voting. While there will be a second vote for a second character later, chances are he won't make it after being eliminated so soon in the first vote.
