Murdering John Derren, the mayor of San Paro, propelled Luke Waskawi into a criminal celebrity. Even though Luke Waskawi was placed in prison, it didn't stop him from making contact with the outside world. As San Paro worsen, Luke Waskawi penned his plan within the prison walls. After 20 years, Luke Waskawi broke out of prison to make his return to San Paro coinciding with the fateful return of Jane Derren, daughter of John Derren.
 
The root of the degradation of San Paro leads to this man, Luke Waskawi. His aim is to re-create San Paro but no one knows into what?
