In RPGs often times a rusty item is not as powerful as the full out item.  For example a rusty mace isnt as powerful as a steel mace or whatever.  But shouldnt the rusty mace be more harmful than the regular old mace.  I mean, you get your face smashed in just the same, but with the rusty mace you need a tetinus shot to boot.
