I have no doubt that someone can do it, but can they do it in >2 months. I'd imagine that 2k have thought this threw pretty carefully and set the deadline to ensure they don't have to pay up.
I'm sure that the marketing guys have crunched the numbers enough to ensure that this $1 Million dollar promotion will be well worth it. I can't imagine that they'd go through with it, no matter how difficult the achievement to win the contest may be, if they didn't stand to make more money as a result of the promotion.

If they actually programmed the game to not allow a perfect game and someone figured that out the lawsuits would cost them way more then a million bucks. Prizes like this rarely come from the actual game company. Chances are pretty high that they've taken out an insurance policy and it's the insurance company that's going to handing over the million if someone wins.

These sort of things are a low risk for companies. I have direct experience with this sort of activity and what they do is take out insurance against someone winning. The company pays a pretty hefty insurance fee, which is substantially less than the payout, and the insurance company assumes the risk. Chances are, they figure that it is unlikely someone will get it.
