    I've seen videos of people placing mines and wtfpwning tanks, but I don't have them. All the "placeable weapons" in R&D are taken, by magazine, c4, and supply markers. How the hell do I get mines?

    I have no idea what you're talking about with 'are taken by', I just kept adding dudes to the R&D team until it said that anti-tank mines are ready for development and that was it.

    Yeah, you need to just keep adding people to R&D.  Keep playing the game, it will open up.
