You must be thinking of Mega Man. That's a tricky question. When standing or running, Mega Man (and Mega Man X for that matter) usually appears to have two hands. It can be assumed then that his hand can turn into a gun at the blink of an eye. However, there are lots of concept art pics of Mega Man (canon ones, not like the American NES game covers) which show him with a gun-arm with a hand on the end of it, suggesting that the hand part goes into the gun part when he wishes to shoot.
