Halo 3 was at PAX. Modern Warfare 2 (in fact Activision as a whole, it seemed) was not. 
 
Clarification: I mean on their respective release years, before anybody shouts at me for confusing Halo 3 with ODST or Recon or whatever it's called now.

Halo 3 hype was crazy, no game in a long, long time will match that.

ITT: It's popular and therefore it sucks.
 Halo 3 had some excellent mass market advertisement, with all the trailers and viral marketing including the "Believe" campaign. Too bad none of that subtlety or grandeur actually carried on into the game's story, but those PR guys should get hi-fives.
 
Modern Warfare 2 hype consists entirely of Robert Bowling hinting at features on his twitter and the occasional video reminding you that Modern Warfare is awesome. I'm sure advertising will be in full berserker force in a month or so, but as for now Halo 3 has the better hype machine.

havent even seen 1 mw2 commercial on t.v. 
hell every local news station covered release night and even my highschool teachers at the time new about it
i felt so good playing the campaign for the first time because u knew every motherfucker out there was playing that shit too

I think there's no doubt that Microsoft went completely insane with surrounding the hype around Halo 3. At the end of the day, no matter how much money Activision has got, it can't possibly be anywhere even close to what Microsoft has/had at the time.
Like others have said, I don't think any other game can match, let alone surpass, Halo 3's hype.

Halo 3 for sure. So much was going on then. They had great advertising.

Definitely Halo 3 and it's not even close.

There was far more hype for Halo 3 than Call of Duty 4.

It's weird, because with both games I think that we all know exactly what to expect. Maybe it's because it had been longer since the last release, but I felt as if there was WAY more hype behind Halo 3. Like WAY WAY WAY more. And Peter Moore don't have no MW2 tattoos now does he?

i think halo 3 had a lot more hype then modern warfare 2 has. i think modern warfare has better things in the special edition one though ex: night vision goggles.

MS went nuts advertising Halo 3... MW2 is multiplatform, and is published by Activision so that's not going to happen.

this game doesn't even come close to the attention Killzone 2 got prior to its release. 

MW2 vs Halo 3 in terms of hype? Why even bother with this poll.  Halo 3 was more hyped than any other video game ever made. Every video game journalism site, magazine, podcast, everything was discussing it. You couldn't turn on the TV without hearing about it, every commercial break on every channel had an ad for it. It was on local news stations. Wal-Mart ran infomercials for it, it had its own beverage for Christ's sake. MW2 is only known in terms of hype to people who follow video games, there hasn't even been TV spots for it. The casual market and/or people who were not fans of CoD4 do not care or do not know. To dispute Halo 3's hype vs MW2 is ludicrous at this point really.
