No matter what I do, I can't harvest underwater

I have to get the monster guts quest later so I figured I'd try and practice, so far I have never harvested from an Epioth a sharq or anything... what the hell am I doing wrong? I attack until I know one more hit will take out the Epioth then I use the harpoon, it just.. pokes the damn thing and then it attacks me..

EDIT: I guess the problem resolved itself, it's letting me do it now..wtf
