You can do the same thing in MGS4 with Rose.  The fact that they're actually making it part of the advertising campaign is pretty pathetic and insulting, though.

Until I get to shake the male genitalia with the SIXAXIS I couldn't care less about Ayane's fulsome pair.

For a second there I almost wanted to buy a PS3.

In the previous Ninja Gaiden release for the PS3, shaking the controller unleashed your character's Ninpo.
 
So... what now? Ninpo: Thousand Boob Strike?

It seems like the new team ninja is trying to one-up itagaki in the "creepy obsession with giant bouncing boobs" department, not only by implementing that feature but also by making it a part of the advertisement campaign.
