I don't know a better way to put this in the short topic title but basically i want to know if i can use the circle pad in lieu of the D-Pad while playing DS games on the 3DS, I know it wont be fully analog control but i prefer the position of the circle pad over  the lower D-pad.

I'm curious about this too. It's pretty much the only way I'll pick up Okamiden. Fuck using the + pad for that.

I dunno if it is because Mario 64 ds is designed for d-pad or not, but it still takes a little while getting used to it. I think it's a improvement though.

According to my friend, don't do it on pokemon on the bike, you overshoot constantly.

Yeah, I have that problem too. The cardinal direction(up, down, left, right) detection is pretty poor. For games that have diagonal movement (i.e. Animal Crossing) its probably just fine.

Yeah, I think the biggest thing is that it's not true analogue control, it's just using the circle-pad (o-pad? :P) as a d-pad. So you can't just slightly ease up on the pad to slow down when needed like you could if it were an actual 3DS game. I absolutely agree that it's an improvement over using the d-pad, however.

3D games meant for analog control like Super Mario 64 adds a much better control option over the d-pad. While it's not true analog control (still need to hold down b to run), it still offers a better feeling of full range motion over the d-pad and that is a pretty good improvement. However games like pokemon and other grid based stuff suffer from the circle pad and I seem to over shoot everything all the time.

Works great in Okamiden.  Not perfect, obviously, because they've only developed the game with 8-way movement with the D-Pad in mind.  But it's still a more natural fit.
