Interchangeably the captain of both the "Teikoku Kagekidan" and "Groupe Fleur de Paris", Ogami is the protagonist of the first four Sakura Taisen games.
The self-proclaimed top star of the Imperial Acting Troupe, and the Naginata-wielding pilot of the Imperial Assault Troupe, she recently became the Great Imperial Theater's manager.
Sakura is the daughter of Kazuma Shinguji, a hero of the Kouma War who sacrificed himself to save the capital. Coming to the city from her home in Sendai province, she joined the Assault Troupe to carry on her clan's and her father's legacy.
Joe Musashi is a ninja who appears in many of the games of Sega's Shinobi series.
A recurring playable character in Sega's Streets of Rage franchise. She and her friends Axel Stone and Adam Hunter left the police force, becoming vigilantes hunting after Mr. X. Blaze and Axel are the only two characters to have been in all four games.

Nora is the whip-wielding female enemy in the first Streets of Rage. She was replaced by the Electra crew afterward, but returned in Streets of Rage 4.
