Since when were tiered pre-purchase rewards a thing?

So I was idly checking out a few games on Steam and I came across this:

Maybe I've been living under a rock for the past few years but I've never seen a tiered kickstarter-style award system for pre-purchasing a game on steam before. Thoughts?

It's fairly new, I think X-Com was the first game to have that.

I believe you're correct in that X-COM was first.

I don't care as long as the rewards aren't stuff that majorly impacts the final product.
