Paul Phoenix is a character in the Tekken series. He uses the Judo fighting style, and is one of only four characters to have appeared in every Tekken game thus far (along with Heihachi Mishima, Nina Williams and Yoshimitsu).

Guile definitely.

The distinguishing characteristic of both Guile and Paul is their absurd, long, flattop hair.

I would say Ken in terms of Paul and Law being the lowest common denominator of characters that any newb can pick up and "play"...but they are incredible great characters upon mastery.
 
Fun fact:   Paul's haircut was actually due to the programming code from the original Tekken.  They couldn't program the code to make the hair that they wanted, so they went with the "eraserhead" haircut instead.  It ended up becoming incredibly popular, and that's how Paul stayed.

Paul is way more likely based on Polnareff from JoJo's Bizarre Adventure, the same character Benimaru is based on.
