    Need most effective/quiet PC fan

    Hey I don't really know what a good fan is. I really need one that is completely silent if possible.  
     
    Processor: Intel Core i7 CPU 2.67 GHz (8 CPus)  
     
    6144 MB RAM

    A heatsink without a fan is not a good idea, so yeah, you would need both.  

    Copper is better than Aluminum for heat transfer, however, it is also much heavier and a cooler of this size being made completely out of copper would very likely be too heavy. The cooler's base is made of copper, FWIW, and the Thermalright True is probably one of the best air-based CPU coolers you can get especially when it gives you the ability to install 2 fans at the same time. It also beats all-copper coolers such as the Scythe Ninja Copper. One of the major pluses to this cooler is that you can install the fan of your choice, and since you wanted quiet, this is probably the best you can go with.
     
    Alternatively, I would recommend the Xigmatech HDT-S1283:

    It cools better than the TR TRUE with a single fan (though, the TRUE beats it when two are installed), but it will also most likely be slightly louder (but then that also depends on the choice of fan for the TRUE). The Xigmatek would also be a much cheaper solution.
     
    Honestly, no matter with which one you go with, either of them would be better and much more silent than the CPU's stock cooler.

    the heatsink is for the cpu and the fan is for the case right?

    Thanks this helps alot. The heatsink is right next to the cpu right? I have both a fan and a heatsink (I think) but I think the fan is ineffective and too loud. If the heatsink is not making the noise and is good enough I would have just wanted to get a really good fan.

    No, the heatsink is mounted on the CPU not next to it. The term "heatsink" refers only to the metal part of of the cooler, so of course it's the fan that's making the noise. Pretty much all stock CPU coolers are loud and ineffective, so that's pretty normal.  

    A stock Intel CPU cooler (heatsink + fan) looks something like this:  

            
    Most CPU coolers will have fans attached to the heatsink, such as the one above. However, since you cannot replace or install a fan of your choice on that one for example, you'd have to buy a whole CPU cooler and not just a fan.
