    I'm thinking about upgrading my PC, but the problem is I can only upgrade one of these things:

    My processor or my graphics card.

    My processor: Intel(R) Core(TM)2 CPU 4300 @ 1.80GHz

    My graphics card:ATI Radeon HD 3600 Series 512 MB

    Which one should I upgrade?

    you generally can't upgrade the cpu in any effective way without also upgrading the motherboard and probably the ram as well. i wouldn't bother with a cpu upgrade unless you're moving up a generation (after core 2 is core i3/i5/i7). i'm not familiar with ati cards but back when i was running a core 2 i upgraded from a geforce 8800 to 460 and it made a big difference in civilization v.
